Formation of political mechanisms of interaction between state agencies and religious organizations

The article refers to the process of forming political mechanisms of interaction between government and religious organizations. We consider the inter-religious dialogue as a factor in the consolidation of Kazakh society; highlight the main outcomes of the success of Kazakhstan's model of tolerance. In addition, the article offers practical steps to create space interreligious dialogue as a factor in national security and political stability. 

 Noting the positive results of the development of inter-religious and public relations in the Republic of Kazakhstan in recent years, it can be noted as a positive growth in both the absolute number of all religious communities that existed here before, and the emergence of new trends brought by missionaries from the East and the West. This is the property of our country it is located at the crossroads of Eurasia and, as noted by the head of state is open to all religious influences. However, the bulk of the population still belongsto the two traditional religions Islam and the Russian Orthodox Church, which consider themselves not less than 95% of believers in our country

The basis of spiritual accord in Kazakhstan is historically due to the open religious mentality of Kazakhs, which is expressed in tolerance, flexibility, careful attitude toward the spiritual and cultural values of people of differentnationalities and religions.

In spite of hard times Kazakhstan was the first country which gave birth to important spiritual beginnings, which have received a wide welcome and resonance in the world. On 18 October 1992, the I World Congress of Spiritual Harmony was held in our country. Since then, October 18 has been celebrated as the Day of Spiritual Accord a socially significant date in Kazakhstan. It was successfully implemented a model of inter-ethnic and inter-religious harmony that forms in a society a high degree of tolerance, tolerance, a willingness to accept without alienating their original culture and traditions of other nations. A sense of inner equality, lack of separation of the main and secondary nation can effectively play in Kazakhstan mechanisms interfaith harmony.

Interreligious dialogue confirms the process of Assembly of People of Kazakhstan, established as an institution of the state national policy. The above structure was both means and mechanism for addressing issues of inter-ethnic relations, which enabled the country to successfully carry out market reforms and begin a consistent and gradual democratization of the country. "The integration potential of the Assembly, its ability to consolidate the interests of ethnic groups, dialogue with the government, inter-ethnic communication has turned it into the main instrument of national policy. Assembly is widely based on the institutions of civil society in the face of national-cultural associations, provided the resurgence of ethnic identity, and create a political, legal, cultural field of international relations.

The Assembly of People of Kazakhstan managed to maintain peace and prosperity in the country. As a result of the principle of tolerance in Kazakhstan has become not only the norm of political culture, but also one of the key principles of the state, which is strongly supported and strengthened. "The activity of Kazakhstan in ensuring inter-ethnic and inter-religious  harmony is recognized as the most important humanitarian achievement». Thus, religion is an integral part of our society and so the state will always pay attention to the development of religious relations in Kazakhstan. "The people of Kazakhstan, regardless of their religious beliefs, must come together to prevent the spread in our country of such extremes as the lack of spirituality, the radicalization of religious beliefs" [1]. The above mentioned can be classified as follows:

First, the prevention of extremism and terrorism in the territory. Secondly, our society is building a democratic model that international practice is called integration, worldwide recognized our Kazakh model of interethnic consent. This model is based on an understanding of the importance of both ethnic and civic identity. This principle is reflected in the formula in the Constitution, "We the people of Kazakhstan". Thirdly, the unity and solidarity of the people of Kazakhstan, harmony and security have allowed establishing new goals of consolidation and integration in our society to strengthen national policies, political stability, unity and harmony in the country. It is confirmed with the relation between Turkslavian, Christian and Muslim people.

Fourth, Kazakhstan became religious community over the world. By having agreed on continuing constructive inter­ religious dialogues, the leaders and high representatives of the world and traditional religions made a decision to hold their forums on a regular basis and to establish a permanent body of the inter-religious dialogue.

Fifth, international and confessional dialogue became a great factor in developing economy, policy and being one of the competitive states in the world. An important factor in the process of formation of political mechanisms of interaction between state agencies and religious organizations have become the most effective co-existence of religion and politics. According to the author, it is necessary in the first place[2]:

  1. Elaborate in Kazakhstan concept of the relationship between the state and religions. This document would reflect the interests and the interests of the state religions, which would provide an opportunity to develop a healthy atmosphere around religious organizations and certain mechanisms for religious organizations, designed to protect them.

Thus, Kazakhstan has been contributed to the development of the dialogue of cultures and civilizations for a long time. The activities of this country have been acknowledged worldwide. The Center was established in order to popularize the ideas of the Congress of Leaders of World and Traditional Religions. The success of this project will allow the Center to reach a new global level which is also going to promote its recognition in the world. [3].

Newly created Agency on affairs of religions will spend explanatory work concerning a state policy in the field of maintenance of the rights of citizens on a freedom of worship, to develop offers on perfection of the legislation on religious associations. We will organize and carry out also the actions promoting strengthening of stability and spiritual education of the Kazakhstan society. The special attention will be given preventive maintenance of religious extremism. Secularity of the state is a support of stability and well-being of our state. Today secularity needs to be  supported by common efforts. We should unite not to admit distribution to our country of such extreme measures as in spirituality, and radicalization of religious views.
